Based out of Geneva, Nairobi, Phnom Penh and Brussels, the team's diverse life and work experiences ensure our work is grounded in respect and integrity, innovation and efficiency and collaboration and accountability.

Neloum Koumtingue

Finance Specialist

With an educational background in Business Management and Financial Management, Neloum has more than 12 years of experience in financial management, including of multi-donor funds, grant management, and project management at United Nations agencies, UNESCO, and UNHCR.

Neloum joined UNOPS in May 2019 as a Finance Specialist and worked closely with the programme managers on the Global Sanitation Fund operations in the African and Asian regions.

At the SHF, Neloum supports the design, implementation and oversight of financial management and practices.

Neloum is passionate about sustainable development and believes that SHF's strategy of bringing together public and private actors will significantly improve access to sanitation, hygiene and menstrual health and hygiene (MHH).

Neloum holds an Ms in Business Management from the ICHEC Brussels Management School.

Rucha Naware

Communications Specialist

Rucha Naware leads on communications for the SHF. Working in communications on humanitarian and development issues for more than 12 years across NGOs and the UN, Rucha is passionate about building compelling narratives to engage different audiences.

At the SHF, Rucha draws upon her experience with WWF, the UN World Food Programme and CRY - Child Rights & You to lead audience-focused media and digital efforts to mobilize awareness, action and impact on the global sanitation, hygiene and menstrual health crisis. 

Originally from India, Rucha has a Master’s Degree in International Relations from Sciences Po, Paris and has lived and worked across India, France, Singapore and Belgium.

Sandra Burger

Finance Advisor

As Finance Advisor, Sandra works closely with the Country Portfolio team to develop investment cases and partnerships, while leading on SHF’s innovative finance activities to leverage funding and scale impact.

Prior to joining SHF, Sandra was engagement manager in corporate finance/restructuring advisory at KPMG Zurich (including a client secondment at the Novartis Group M&A department). Before relocating to Switzerland in 2018, Sandra worked at PwC Vienna in strategy & operations as well as corporate finance, specialising in valuation & economics, financial due diligence and restructuring & refinancing. In addition, she advised Ashoka for the set-up of a scaling agency for social entrepreneurship (Impact Transfer). Sandra has studied in the UK, Austria and France, holding a Master’s degree in International Management from the University of Bath as well as a Bachelor’s degree from the Vienna University of Economics and Business.  

Sandra is passionate about creating impact through innovative finance solutions to scale social entrepreneurship and is convinced that SHF’s vision is vital for achieving the SDGs given its wider implied effect on health, education, the environment and economic development.
